      目的 全面、 深入了解美国、 欧盟等主要发达国家和地区对食品接触用粘合剂的管理模式, 比较各自优缺点, 分析其中可为我国在构建食品接触用粘合剂标准体系中所用的先进内容。方法 从法规历史发展、 管理部门和管理方式等方面, 对中国、 美国、 欧盟等主要发达国家和地区食品接触材料和食品接触用粘合剂法规管理体系进行系统介绍和比较分析, 通过分析我国标准体系存在的问题提出改进方法。结果 主要发达国家已形成了较为系统和完善的食品接触材料和食品接触用粘合剂法规管理体系, 但在管理内容和方式上有所不同, 部分管理方式可为我国所借鉴。结论 对我国食品接触用粘合剂的生产和使用开展调查, 在国内情况调查基础上, 结合其他国家和地区粘合剂的管理特点, 适当借鉴其管理优势, 尽快建立我国食品接触用粘合剂产品安全标准。
英文摘要:
      To understand the management framework on food contact adhesive of various developed countries and regions such as USA and EU, compare their advantages and disadvantages, and analyze the content which can be utilized in establishing the Chinese food contact adhesive standard system, while give references to regulatory management authority, supervision department, related industries and enterprises. History development, competent authorities and management style on food contact materials and food contact adhesives of China and the major developed countries were systematically introduced and comparatively analyzed. Improvement countermeasures were proposed through analysis of the existing problems in the Chinese standard system. Framework for the regulations of food contact materials and food contact adhesives has been systematically established in developed countries. There are some differences in the management content and management model among different countries. Some of them could give reference for the Chinese system. Industry investigation on the manufacturing and application of food contact adhesives should be conducted. National safety standard on food contact adhesives should be established as soon as possible on the basis of domestic industry investigation as well as the features and advantages of management of food contact adhesives in other countries and regions.
