| 选取美国近年来出台的《公平包装和标签法令》、《总统行动计划》、《食品安全加强法案》作为实证分析的对象，运用引力模型检验了美国食品包装安全法规对国际贸易的影响。研究结果表明，美国食品包装安全法规的一系列修订，对各主要贸易国的食品出口造成了较大的负向阻碍作用,同时也对部分国家的食品出口产生了一定的正向促进作用。考虑到食品包装安全法规促进市场交易的固有特性，以及各国成功应对的主要经验，积极完善本国食品包装安全法规，寻求促使美国食品包装安全法规正面效应形成的机理，应当是我国当前行之有效的应对方案之一。 |

| Fair Packaging and Labeling Act, Presidential Action Project and Food Safety Enhancement Act ( H.R. 2749 ) was analyzed and gravity model was used to test the effect of these food packaging safety regulations on international trade. The research showed that though the amendments of U.S. food safety regulations hindered food exports to varying degrees, they also promoted the food exports in parts of countries. According to the inherent characteristics of food packaging safety regulations and the experience to succeed in other countries, it was concluded that improving own food packaging safety regulations and looking for the formation mechanism of positive effect of U.S. food safety regulations is an effective countermeasure. |
